Perhaps they don't have any formal credentialing program, but it assumed that most of the teachers at least finished their regular wizard schooling and took their N.E.W.T.s which Hagrid has not.

CoMC is not specifically a magical course, but extensive knowledge of magic is something the professor should possess. Let's say for instance, a creature was to suddenly go out of control and charge a student (and Hermione wasn't around). Hagrid may not be able to save the student with the appropriate charms or protection spells. Sure, it's a hypothetical situation... but things such as this must be taken into consideration when the safety of students is at stake.

I don't think Dumbledore, being a very powerful wizard.. if not the most powerful, would allow this position to be filled by someone who had no knowledge of the subject being taught. Hagrid has a lot of knowledge of CoMC, or he wouldn't have been assigned. And he probably does carry around his 'umbrella' just incase he feels a bit uneasy about a certain situation.

I never said Hagrid has NO knowledge of the subject being taught.

And as far as Dumbledore is concerned, there is no doubt that he has a very strong attachment to Hagrid. This probably stems from the fact that Dumbledore has cared for Hagrid from the time he was orphaned in his 2nd year to the present. One could even speculate that they have a father-son type relationship. A powerful wizard he may be, but Dumbledore is still human and fallible... meaning it is entirely possible that he let some of his feelings toward Hagrid get in the way when filling the post of CoMC professor. Also, Dumbledore has made some erroneous decisions in the past. I point to the DADA position as an example.
