Lastly, the Officials have come together and created a stone set of rules for Pranking, to see that it doesn't become regular and dull. The new time frame for pranks is no more than one per month, and your house may not prank more than once within the four month period. We don't want a cycle developed, so it will be that whichever house can coerce their Prefect into staking their House's claim on a prank for the month (within the Officials community) will have it, but then be out of the running for the next three months. Questions? Don't hesitate to ask. And if you want to prank? You'd better get to bugging your Prefect. ;-D ((To clarify this and eliminate confusion: "Ah, it sounds confusing; here's an example of how it could work...

Say Gryffindor jumps the gun and claims this month. That means they can't prank again during this four month period. Let's also say that Hufflepuff, Ravenclaw, and Slytherin all follow, respectively.

Erm...just an observation about the rules for the pranking - by imposing the 'no pranking in a 4 month period once you've pranked' rule, you're forcing the pranks to be fairly cyclical.

For instance: Say Gryffindor pranks this month, Hufflepuff next month, Ravenclaw the month after that, and then Slytherin. On the month after Slytherin pranks, only Gryffindor is available to prank again, and so forth.

I just checked the members list, and you're the only one who is a member here. So I would assume they are for you. :) It's probably nothing more than a typo that either myself or another official made.
