So do you still need to be on the team to play in the locker room contests? Or just to play in the games? I'm slightly confused.

Only members of the team will be allowed to join their house team's locker room, and also only they will be allowed to participate in locker room contests.

There will, however, be activities for fans, cheerleaders, and specatators in hh_quidditch as well.
