ImageReady works on the basis of layers... You first create all the pictures you need for your icon (100 x 100 px max... you know the rules) and save them as .gif files... Then you open ImageReady and load the base pic for your icon. It'll appear in the movie strip, where you can add more frames (add as much as you need by clicking on the small arrow and using the menu)... Then you simply mark and copy your pics in Photoshop and paste them into the desired frames in ImageReady...

Usually www.download.com has a trial version of Paint Shop Pro available with Animation Shop, which is a pretty good program. If you can't find anything you like, IM me on AIM (my screen name is "the loser") and I can upload the program to my FTP so you can download it. :D
